THE CONSTITUTION

  • ARTICLE I - Name

    The name of this organization will be the "Computer Science Graduate Student Association" (henceforth referred to as the CSGSA).

  • ARTICLE II - Purpose

    The purpose of the CSGSA will be to represent the graduate student body of the Department of Computer Science at the University of New Mexico in order to promote their academic, professional, and social interests.

  • ARTICLE III - Membership

    The Membership in this organization shall be open to any student enrolled in the graduate program of the Department of Computer Science of the University of New Mexico, and shall not be denied on the basis of race, color, religion, national origin, physical or mental handicap, age, sex, sexual preference, ancestry or medical condition.

  • ARTICLE IV - Officers

    Elections will be held annually to fill the offices of President, Vice-President, Secretary and Treasurer. Only CSGSA members may run for office, and candidacy is open to any CSGSA member. The officers for the current year shall be listed in the by-laws.

  • ARTICLE V - Advisors

    A faculty advisor will be selected by the Officers.

  • ARTICLE VI - Meetings

    The Officers will meet at least once per semester.

  • ARTICLE VII - Quorum

    A quorum will consist of ten active members including a majority of the Officers in the case of normal business. For constitutional amendments, a quorum will consist of fifteen active members including a majority the of Officers.

  • ARTICLE VIII - Amendments

    This constitution may be amended by a two-thirds majority vote.

  • ARTICLE IX - By-Laws

    New by-laws and amendments to existing by-laws as well as amendments to amendments to existing by-laws (etc.) may be proposed during meetings and may be passed by two-thirds majority vote.

BY-LAWS

(A) Dues

There shall be no membership dues. Ever.

(B) Responsibilities of Officers

The duties of the Officers are as follows:

  • President:
    • Call meetings to order.
    • Introduce new business.
  • Vice President:
    • Will, in the absence of the President, conduct meetings.
    • Will, in the event of the President's resignation or abrupt removal from office, assume the office of the President and all responsibilities of that office.
  • Secretary:
    • Keep, read, and disseminate the minutes to all officers.
    • Introduce old business.
  • Treasurer:
    • Keep the books.

(C) Elections

  • Once a year a meeting will be called for the purpose of electing Officers.
  • Members will volunteer to hold the following titles: President, Vice President, Secretary, and Treasurer.
  • If there is only one volunteer for a given position, that member's appointment to office will then be ratified by a simple majority of the members present at the meeting
  • If more than one member volunteers for an office an election will be held using APPROVAL VOTING.
  • If there is a tie among n candidates for a given position, each candidate shall submit a natural number of their choosing. The winner of the election shall be the kth candidate in alphabetical order, where k is the sum of the numbers submitted modulo n.
  • Each term of office shall be for one academic year, starting at the beginning of the Fall semester.

(D) Meetings

  • General meetings shall be held as often as deemed necessary by the majority of the Officers.
  • General elections are to be held once a year at an election meeting held in March or April. Members shall be notified by electronic mail days prior to the election meeting.
